RFA aims and objectives

The Renewable Fuel Agency's aim is:

‘to help the UK to achieve its renewable transport fuel targets sustainably by administering the renewable transport fuel obligation effectively and efficiently and by reporting to the Secretary of State on its effects.'

The Renewable Fuel Agency's objectives are:

1.       To help the Government achieve its targets for the Renewable Transport Fuel Obligation that:

a. the total of renewable transport fuel certificates awarded to transport fuel suppliers meets the levels set out in the RTFO order:

i. 2.5% by volume in 2008-09;

ii. 3.75% by volume in 2009-10;

iii. 5.0 % by volume in 2010-11;

b. an increasing proportion of fuels supplied meets a qualifying environmental standard:

i. 30% in 2008-09;

ii. 50% in 2009-10;

iii. 80% in 2010-11;

c. an increasing proportion of fuels supplied meets the annual average greenhouse gas saving targets:

i. 40% in 2008-09;

ii. 45% in 2009-10;

iii. 50% in 2010-11;

d. transport fuel suppliers comply with increasingly stringent data provision requirements:

i. 50% of relevant data capture fields in 2008-09;

ii. 70% relevant data capture fields in 2009-10;

iii. 90% relevant data capture fields in 2010-11.

2. To be an effective and efficient Administrator:

a. achieve a successful launch in April 2008:

i. basic systems and training complete by March 2008;

ii. obligated suppliers register within 28 days of the start of the obligation;

b. deliver operational excellence:

i. ensure 100% compliance with the obligation;

ii. ensure that there is no fraud;

iii. ensure the timely issue of certificates;

c. be a leader in environmental and social reporting:

i. achieve an effective contribution to EU standards development;

d. offer good value for money:

i. keep within budget;

ii. ensure year on year efficiency savings;

iii. establish an effective carbon budget for RFA operations;

e.   be an excellent employer:

i. achieve Investors in People Accreditation.

3. To be respected by all stakeholders:

a. establish credibility as an independent, accurate and reliable source of information:

i. demonstrate, through regular surveys, increasing stakeholder awareness of the RFA and satisfaction with the information it provides;

b. be alert and responsive to feedback:

i. demonstrate, through stakeholder surveys, high satisfaction levels with the RFA's standards of service.
